Is the best man supposed to make a special “toast” at the rehersal dinner?

This is not for me. My friend is the best man in a wedding this Saturday and he is wondering if he was supposed to make a special "toast" at the rehersal dinner. Wow, no need to call me selfish since I am just helping a friend out.

Not usually. The best man gives a toast at the wedding reception and nowadays the maid of honor has the option of giving a toast at the rehearsal dinner or at the reception as well.
But to be sure, your friend should just ask the groom.

Parents and the couple getting married usually thank people for coming and make a toast at the rehersal. He should say something at the reception. I know some people have a fear of public speaking and that should be alright. If he can’t just tell him to say something to the groom before hand, or maybe ask another groomsmen to say a few words on his be halve.
Typically they only make a special toast during the reception. If he wants to at the rehearsal as well I don’t see why that would be a problem though. Just have him ask the groom if he wants to at the rehearsal.

I think it would be nice if he did. Most of the time it’s expected.
It would be up to the bride and groom. Usually they will ask the people they want to make a toast. However, since he is the best man, if they open the floor for toasts, then he may want to say a few words. So, maybe you could suggest that he has something ready just in case.
